What are the objectives of the BRAT association and what role does it play in the Romanian media industry?
BRAT is a non-profit organisation of the media and advertising industry, whose members include: print and online press publishers, media agencies, advertising sales houses and advertisers, press distributors, companies owning radio stations, outdoor companies and other interested third parties.
BRAT's main objective is to support the media and advertising industry by establishing common methods and standards for measuring the performance indicators of media products.
The specific objectives of the association are the following:
- establishing common methods and standards for measuring the performance indicators of media products;
- establishing common standards regarding the observance, by the different categories of members of the association, of the professional and ethical rules specific to the activity of those categories of members;
- creating a standard for the independent verification of the various performance indicators of media products, agreed upon jointly by the members of the association;
- creating a standard for the independent verification of compliance with the various common standards based on professional and ethical rules;
- supporting the activity of the advertising industry by making available the results of the measurements and verifications carried out;
- carrying out measurements and verifications of the various indicators specific to the different media products, at the request of the members of the association, under the terms of the association's regulations;
- drawing up codes of conduct or of good practice, intended in particular for the media and advertising industry, with the aim of supporting and facilitating the activities of the members of the association, as well as carrying out these activities within a legal framework that is interpreted and applied uniformly in the specific context of the media and advertising sector;
- cooperating with associations and other legal entities with a similar profile, in order to achieve the intended purpose;
- participating in all the events of the advertising industry, organising seminars, symposia, colloquia and other events in the field of the advertising industry, in Romania and abroad;
- editing, printing and distributing, by its own means or in collaboration, magazines, catalogues, informative publications, advertising and documentary material for carrying out and raising awareness of its own activities or of the activities of other institutions connected with the purpose of the association;
- providing the members of the association with marketing services complementary to the purpose of the association, on the basis of standards established by the members of the association;
- economic activities leading to the fulfilment of the objectives and of the scope of activity of the association;
- organising professional training courses for the benefit of the media and advertising industry;
- member support activities (including through the coordination of the activities required or provided for by law) for the direct creation, by various categories of members of the association, of one or more collective management organisations having as their purpose the management, in accordance with the law, of economic copyright, of related rights, as well as of any other rights provided for by Law 8/1996 on copyright and related rights;

BRAT's mission – independent standards for the media and advertising industry
- Professionalism: the association applies the highest professional standards in all its audit and measurement activities, through qualified staff and internationally validated methodologies.
- Independence: the structure of the association is tripartite and includes all the interested parties: media owners, media agencies and advertisers.
- Transparency: the association operates according to rules and regulations that are public and accessible to all members and interested parties.
- Accuracy: all the data and results provided by the association reflect reality faithfully, without distortions or adjustments in favour of any party.
- Impartiality: the association treats all members and all audited media products equally, without favouring or disadvantaging any market participant.
- Inclusiveness: the association is open to all relevant players in the media and advertising industry, regardless of their size or type.
- Proportionality: the methodologies and requirements imposed on members are proportionate to the size and specific nature of each member's activity.
- Non-discrimination: the association applies the same rules and standards to all members, without discrimination based on the type, size or affiliation of the media products.
- Comparability: all the studies carried out by the association follow the same standards, methods and rules, for all the media products measured.
- Verifiability: all the data and methodologies used by the association can be audited and verified by the interested parties, guaranteeing the integrity of the published results.
The association was set up in 1998 by 33 founding members, through a project of the Freedom House foundation, for the purpose of independently and objectively verifying the circulation figures of the various print press publications, according to conventional criteria established by the members of the association.Who are the members of the BRAT association and from which sectors of the media industry do they come?

How is the BRAT association organised and managed? What are its governing bodies?
BRAT is an open, non-profit, non-governmental organisation, with its own governing bodies.
The association is managed by the General Assembly of BRAT members, which every two years appoints the Board of Directors and the President of BRAT.
BRAT is organised into departments, each of them having its own governing bodies.

What is a Joint Industry Committee and why is BRAT the JIC of the Romanian media and advertising industry?
BRAT – the Romanian Transmedia Audit Bureau – is the Joint Industry Committee (JIC) of the media and advertising industry in Romania. A JIC is a tripartite, independent organisation, set up by agreement between all the parties involved in advertising trading: media owners, media agencies and advertisers, with the aim of providing audience data that is neutral, verifiable and accepted by the entire industry.
BRAT's activity as a whole, the development and administration of its audience measurement services and of the other research projects carried out by the association, observe the following principles. These include the core principles that the European Media Freedom Act (EMFA) lays down for the activities of joint industry committees such as BRAT.
