Membership conditions

In accordance with the provisions of the BRAT Statute and of the BRAT Rules of Organisation and Operation (ROF), BRAT membership is granted (Art. 6.7 of the BRAT ROF) by a decision taken by:
„i) The General Manager, where the applicant has not previously been a BRAT member or where none of the products it publishes has previously belonged to any BRAT member.
ii) The Board of Directors, where the applicant belongs to the category of „interested third parties”, as defined in these Rules,
iii) The Board of Directors, in all other situations."
  
In order to apply for membership, any institution active in the advertising industry must submit the following documents to the BRAT office:
  1. the standard membership application form; (see the document at the top right);
  2. proof of registration of the legal entity with the competent authorities (a copy of the registration certificate, of the tax registration certificate, etc.);
  3. a copy of the document proving payment of the BRAT membership fee for the current year.

The BRAT membership fee for 2026 is:
 
The BRAT membership fee for full members for 2026 is 6,837 lei, with the following exceptions:
    1. for publishers that are members of the Circulation Audit Departmental Group, the BRAT membership fee is calculated according to the period for which audit services are requested, the number of publications audited and their category.
    2. for members exclusively of the Events Department, the BRAT membership fee for 2026 is 0 lei;
    3. for members exclusively of the Social Media Department, the BRAT membership fee for 2026 is 3,250 lei
    4. for members in the following categories: web publishers, OOH companies, event organisers or radio broadcasters that belong to only one of the following departments: the Internet Department, the Radio Department or the OOH Department, the BRAT membership fee for 2026 is 4,961 lei. 
  1. For affiliate members, the BRAT membership fee is 2,200 lei for all categories of members, with the exception of publishers that are members of the Circulation Audit (DAT) Group, for which the fee varies according to the period for which audit services are requested, the number of publications audited and their category.
The amount of the membership fee is calculated at the beginning of each calendar year, or upon joining the association, according to the company's situation at that date. If the company subsequently joins the DAT Group, the fee is amended, for the whole of the current year, to the amount corresponding to the new status. In any other situation, the fee calculated at the beginning of the year is not amended during the calendar year.
 
For further details regarding the calculation of the membership fee, as well as for support in joining the organisation or its departments, the BRAT team is at your disposal.
The membership fee is to be paid into BRAT's account no. RO87 BACX 0000 0000 3036 4310, opened with Banca Comerciala Unicredit SA, Millennium branch. The applicant may pay the fee using the details above and will receive the invoice together with the reply to the membership application, or may ask BRAT to issue an invoice for the amount of the fee beforehand.
Upon joining BRAT, the applicant must choose the Department(s) or Departmental Group(s) within BRAT of which it wishes to become a member, in compliance with the rules in force. After joining, a member may decide to join new Departments/Departmental Groups or to give up membership of a Department/Departmental Group, under the terms of the specific rules.
The following departments/departmental groups currently operate within BRAT, and the association's projects are carried out through them:

The Print Press Department (DPS), which establishes common definitions of the performance indicators of print press and related products and creates rules, standards and procedures for auditing, evaluating and measuring the performance of print press and related products and for carrying out studies on it. Annex 5 to the Membership Application Form must also be completed. Three Departmental Groups operate within the DPS:

The Circulation Audit Departmental Group (GDAT), which carries out the circulation audit for the print press. All client, agency or advertising sales house members (except those that are exclusively online), as well as all publishers having at least one print press title in their portfolio, become part of this departmental group when joining BRAT. Annex 6 to the Membership Application Form must also be completed.

The Audience Studies Departmental Group (GDSA), which carries out the National Readership Survey (SNA FOCUS) – the study measuring the audience of publications, reader profiles and the consumption of products and services, including brands. GDSA members must also be DAT members. Annex 7 to the Membership Application Form must also be completed.

The Departmental Group for Advertising Investment Monitoring in the Print Press (GDMIPPS), which carries out the monitoring of advertising investment in the print press. Annex 8 to the Membership Application Form must also be completed.

- The Internet Department (DI), which carries out the Internet Audience and Traffic Study (SATI) and the Online Advertising Investment Monitoring (MIPO). Annex 9 to the Membership Application Form must also be completed.
- The Radio Department, which carries out the Radio Advertising Investment Monitoring. Annex 10 to the Membership Application Form must also be completed.
- The OOH Department, which carries out the OOH Advertising Investment Monitoring and the OOH Audience Study (SAO). Annex 11 to the Membership Application Form must also be completed.
- The Monitoring Department, which carries out the Advertising Investment Monitoring and which comprises all members taking part in at least one monitoring project: print press, online, radio, OOH. Annex 12 to the Membership Application Form must also be completed.
- The Personal Data Protection Department (DPD), which draws up codes of conduct and good practice on the processing of personal data in the field of online marketing and advertising. Annex 13 to the Membership Application Form must also be completed.
- The Events Department, which carries out the event auditing project. Annex 14 to the Membership Application Form must also be completed.
- The Social Media Department, which carries out the project monitoring advertising investment in influencer marketing. Annex 15 to the Membership Application Form must also be completed.
- The Suppliers' Department, which carries out projects for the benefit of the department's members and which concern exclusively the supplier category of members (print press publishers, online publishers, radio broadcasters, OOH companies)
- The Beneficiaries' Department, which carries out projects for the benefit of the department's members and which concern exclusively the category of members that buy media space (media agencies, PR or creative agencies, media clients)

Information notice on the processing of personal data by BRAT

BRAT, with its registered office in Bucharest, Calea Grivitei no. 6, 3rd floor, Sector 1, tax identification number RO 10500569, represented by Ms Arina Iulia Ureche, in her capacity as General Manager, tel. 021.311.77.40/41, fax 0372.87.30.39, e-mail: arina@brat.ro, is a personal data controller within the meaning of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (hereinafter „GDPR”). As a controller, BRAT processes, within the BRAT Membership Application Form and/or its Annexes, personal data of the applicants' representatives/employees, either on the basis of a legal obligation (that of collecting the surname, first name, position and signature of the applicant's legal representative), or on the basis of BRAT's legitimate interest in maintaining the functioning of the association and of its Departments/Departmental Groups and in being able to communicate with the members of the association and with the members of those Departments/Departmental Groups (to this end BRAT processes the surname, first name, position, telephone number and e-mail address of the company's sole representative in BRAT, of the company's representatives in the BRAT Departments/Departmental Groups which the applicant wishes to join, of the advertising department director and of the circulation department director in the case of print press publishers, etc.). The data of the applicants' representatives/employees is processed by BRAT for the purpose of communicating with the members of the association, for the purpose of carrying out the association's projects, and for the purpose of ensuring beneficiaries' access to the results of the association's studies and/or to the applications on www.brat.ro, as the case may be, the processing being carried out in a manner that adequately ensures the security and confidentiality of the data, including for the purpose of preventing unauthorised access to it or the unauthorised use of the personal data and of the equipment used for processing.
The personal data of the applicants' representatives/employees contained in the BRAT Membership Application Form and/or its Annexes will be used by BRAT strictly (i) to the extent necessary for achieving the above-mentioned purposes, without disclosure to third parties (with the exception of BRAT's subcontractors, including but not limited to providers of IT, accounting and legal services and the DPO, provided that they are bound by confidentiality obligations), or (ii) as required by law. BRAT will process this personal data within the European Economic Area, and it may not be transferred to a third country or to an international organisation other than in compliance with the express conditions laid down by the GDPR regarding the provision of adequate safeguards and with the corresponding information being given to the applicants in this respect.
BRAT will process the personal data of the applicants' representatives/employees for the above-mentioned purposes for as long as the applicants are BRAT members and members of at least one BRAT Department, except where there is a legal obligation to store it for a longer period (i.e. since there is a legal obligation to keep accounting documents for 10 years, and these must be accompanied by supporting documents, membership application forms will be kept for a period of 10 years from the most recent accounting document drawn up by BRAT for the respective applicant). Thereafter, the personal data will be deleted by BRAT.
Throughout the processing of their personal data by BRAT, the applicants' representatives/employees have specific rights relating to their data, as follows:
- the right to request access to it from BRAT (to know at any time the details of all the personal data being processed about them);
- the right to request BRAT to rectify it, where changes have occurred;
- the right to request BRAT to erase it (it being specified that this is not an absolute right and that it can be exercised only if it does not conflict with a legal obligation of BRAT to continue the processing or with BRAT's legitimate interest in being able to carry out its activity);
- the right to request BRAT to restrict the processing (they may ask BRAT not to erase certain data, for reasons relating to the establishment, exercise or defence of a legal claim);
- the right to object to the processing (it being specified that this is not an absolute right and that it can be exercised only where the processing is based on BRAT's legitimate interest and only if they can demonstrate that their legitimate interest prevails in specific situations, as the case may be);
- the right to lodge a complaint with a supervisory authority for the processing of personal data.
The applicant that sends BRAT personal data of its representatives/employees, within the BRAT Membership Application Form and/or its Annexes, confirms that (i) it has the authority and the mandates necessary, granted by all the data subjects, in accordance with the applicable personal data protection legislation, for BRAT to use and disclose such personal data in line with the purpose of processing it, (ii) those data subjects have been provided in advance with all the necessary information on the processing of their personal data by BRAT, as set out in this information notice, and (iii) sending this data to BRAT will not cause BRAT, or the third parties to which it may lawfully disclose the data, to breach any personal data protection regulation.
This information notice given by BRAT to applicants is deemed to be given directly to the data subjects (the applicants' representatives/employees), in accordance with Art. 13 of the GDPR.
